The Support Council for the Implementation of Partnership Contracts (CARPA) is the public expert body under MINEPAT supervision, established in 2006 to accelerate infrastructure delivery through Public-Private Partnerships.

Mission
CARPA supports contracting authorities and private partners at every stage of the PPP cycle: identification, structuring, procurement, execution and monitoring of partnership contracts.
Its cooperation with the multi-country PPP facility of the French Development Agency (AFD) has supported the establishment of sustainable, profitable and attractive PPP projects for investors.
